Success rates of s78 planning appeals in the South West

The Planning Inspectorate's official statistics for April 2018 to March 2019 show a wide range in appeal results in the south west, from 50% of appeals allowed in the highest ranked local planning authority (LPA) down to only 7% of appeals allowed in the lowest LPA.

The highest planning appeal success rates in SW England

The LPA experiencing the highest proportion of appeals allowed was Taunton Deane Borough Council, with 50% of 18 appeals over 2018-19 allowed. It was followed by Cheltenham Borough Council, with 45% of 11 appeals allowed, then Torridge District Council with 44% of 25 appeals allowed, then Weymouth and Portland Borough Council with 43% of 7 appeals allowed.  Close on their heels were Dartmoor with 42% success rate in 19 cases, South Somerset with 41% success in 41 appeals, West Dorset with 40% of 25 cases, and North Devon with 39% of 18 planning appeals.

Wide variety across the South West

The lowest appeal rates were Christchurch Borough Council with only 8% allowed out of 12 appeals, Purbeck District Council with 8% of 13 planning appeals, and Stroud District Council only 7% of 41 appeals in the year being allowed. Devon and Exmoor had no appeals allowed, but only had 1 and 4 appeals respectively.

Normal planning appeal success rates

Around the national average were Forest of Dean with a 34% appeal success rate; Teignbridge, Mendip and Mid Devon with 33%; followed by Bristol with 32%.  The three LPAs of South Hams, West Devon and Wiltshire all had 31% of planning appeals allowed over 2018-19, while Sedgemoor, Exeter and West Somerset had 30% success rate.

Low planning appeal success rates in the South West

SW Councils with slim chance of planning appeal success in 2018-19 included Plymouth and North Somerset with only 17% of planning appeals allowed; Bournemouth with 18% allowed, south Gloucestershire and East Dorset with 21% appeals allowed and Gloucester with 22% of planning appeals allowed.  Also lower than average were East Devon and Poole with a 23% success rate, Swindon, Torbay and North Dorset with a 25% appeal success rate, Tewkesbury and Cornwall with a 26% appeal success rate, and Cotswold and Bath & North East Somerset with a 29% appeal success rate in 2018/19, according to official PINS figures.
